OneFineDay <Guest>Rumour has it the child only reappears after the quest is handed in. As this can take hours or days, your best chance is immediately after a server restart or, try your luck on epic mode.

zergbaitDon't know if they JUST fixed it, but it worked fine on 6/30. I was grouped with a friend and we both did it at the same time, there is a short (10-15 seconds) respawn time for the child.
